The department also provides surveying, engineering, land acquisition, and construction observation for all County roadway projects.

In addition to maintaining the County Highways, the County Highway Department assists the 8 townships (Elmira, Essex, Goshen, Osceola, Penn, Toulon, Valley, and West Jersey), with their 357 miles of road and 55 bridges. The Department also is responsible for administering the Township’s Motor Fuel Tax and Township Bridge Program Funds in addition to also designs and constructs culvert projects jointly with the townships and villages.

Any concerns or compliments about roads or bridges should be addressed to the appropriate agency. If on a Stark County Highway, forward the concern to the Stark County Highway Department. If on a township road, forward the concern to the appropriate road commissioner.
